Is a circulating bird bath fountain important? Why not just buy a regular, inexpensive fountain and put water in it?
I personally had an inexpensive bird bath fountain years ago and, although it was attractive, it was a pain to take care of. It was hard to clean since it was heavy and I had to tip it as far as possible to get rid of the filthy water. Then I had to take a hose to it to get rid of the dirt in the bottom of the bird bath.
